The hydrology and water resources projects are of high diversity, complexity and particularity, such as the related factorsincluding project trivial, various contents, difficult transportation and construction conditions; high requirement in technologies. Thus,the failure or annulment of bids occur due to these factors mentioned above during bidding and purchasing in the projects,commodities and service. This paper investigated the reasons of these status in hydrological infrastructure construction, and proposedthe related suggestions and solutions.
