Hydrological operation quota is the scope and criteration of reasonably determining the expenditure of hydrologicaloperation, and also the major basis of compiling hydrological budget. On the basis of summarizing the background and necessity ofcompiling hydrological operation quota in Henan Province, this paper analyzed the main differences between the hydrological quotaon the river basin by the Ministry of Water Resources and hydrological operation quota, and proposed the technical ideas andcompilation points, and summarized the compilation working process and the concrete implementation process.
