    摘要:

    科学定义并分析计算地表水资源可利用量,是综合规划区域水资源节约、保护、配置、开发利用和治理及水资源承载能力分析的基础。以"扣损法"为基础,提出既能体现实际工况又能兼顾公平的"斩头去尾"水资源可利用量分析法,为流域水量分配及资格水权的确定提供水量依据。

    Abstract:

    Study on available water resources is the basis of the comprehensive planning of regional water resources conservation, protection, configuration, development, utilization, management and analysis of water resources carrying capacity. A “head to tail pinched” method for available surface water resources calculation eas proposed based on the deduction method, which can reflect the actual working conditions and maintain the fairness. It will provide the basis for the water allocation and initial water right determination.
