According to the water resources and water environment in Hotan Region, this paper analyzed the allocation of the water resources and the problems of the seasonal water shortage, engineering aging, continue building and water saving transformation, industrial park development restricted by water resources, too large proportion of agricultural water, and serious salinization. The studied countermeasures include control irrigation area increase by adjusting the water use structure, vigorously promote the development of water -saving irrigation area, implement construction plan for windbreaks and forage grass, develop the secondary industry, strengthen the construction of water-saving society. The above measures to control groundwater resources were taken to meet the water requirement of the social and economic sustainable development and ecological environmental protection, and to control the total water demand of economic and social within Hotan region "three red lines" that issued by Xinjiang government.
