Groundwater overdraft is the key problem in groundwater development, application and protection in the Huaihe River Basin. Nowadays, there are 58 groundwater overdraft areas. In order to develop, utilize and protect groundwater scientifically, and decrease groundwater overdraft areas, this paper suggested the structural and non -structural measures for managing and protecting groundwater overdraft areas based on analyzing the formation causes of groundwater overdraft areas.
