This paper suggested a new method to calculate investigated water-quantity for plain areas. With this method, the natural runoff can be firstly calculated, and then restoring water quantity of irrigation and other quantities be calculated. This method has been used for the plain areas in the northern part of Shandong Province, and satisfying results have been obtained.
