Flood resources utilization is a new way to get more water resources. This paper demonstrated theoretical base of flood resources utilization, and explained the conception of flood resources utilization in detail. This paper also analyzed the necessity and feasibility of flood resources utilization in the Huaihe River Basin, suggested how to utilize the flood resources in the Huaihe River Basin.
