Based on current conditions and problems of water diversion system from the Yangtze River to the northem part of Jiangsu Province, this paper gives an idea of developing a water resources allocation model for this area, which includes principles, calculation methods and essential functions. Otherwise, this paper also gives the solutions tor the concerned problems in development.
