The phenomenon of scare precipitation for one to several consecutive months occurs frequently in Loess Plateau of Shaanxi Province.The scarcity of precipitation has considerably affects the activities on agricultural irrigation.Based on the risk theory,the risk and the return period of scare precipitation during a certain period in Loess Plateau of Shaanxi Province have been analyzed in the paper.
