This paper discusses the identifying method and analyzing method of frequency(or return period) for extreme values in yearly runoff and precipitation series.It proposes computing formula of statistical parameters for the series containing extreme values. At last, taking eight rivers located in the east part of Shandong Province as an example, the re-estimated precipitation resources and surface water resources were given.
