Based on analysis of matter element evaluating method,this paper pointed out the limitation that the method can not be used when observed data exceed the section field value in evaluation of water quality.As far as the limitation was coneerned, improvement was made on the former method.The improved matter element extension method has been analyzed with a practical example.The result shows that the improved method is scientific and reasonable.
