This paper brings forward the concept of watershed simulator based on modern simulation technology, flexible simulation, and software engineering. By researching how to construct simulators by object oriented method and COM. Furthermore, it discusses the approach of setting up a well adaptable, expansible and integrated watershed simulation system with simulators including network model of watershed and operation mechanism of watershed simulation.
