Ningxia is located in the northwest arid area of China, It is extremely short of water resources. Along with development of economy in Ningxia, there has been a great imbalance between supply and demand of water resources. This paper analyzed the existing problems in development and utilization of water resources, and proposed the new idea in utilization, assignment and management of water resources in Ningxia.
